Denver’s marijuana businesses lack diversity in ownership and employment, city study finds

The majority of Denver’s cannabis-focused businesses are owned and staffed by white residents, leading to a lack of opportunities for people of color to get involved in the industry, according to a city study released Monday. According to Denver’s Cannabis Business and Employment Opportunity Study, 74.6% of owners of licensed cannabis businesses within city and county limits are white, as are 68% of employees. Hispanic, Latino and Spanish residents account for 12.7% of cannabis business owners and 12.1% of industry employees, while black and African American residents make up 5.6% of ownership and 5.9% of industry employees, the study found. Comparatively, about 30% of the population in Denver County is Hispanic or Latino and about 10% is black or African American, according to 2019 statistics from the U.S. Census Bureau. Residents who identify as Middle Eastern account for 2.8% of owners and 0.4% of employees, according to the report. It found no representation of Asian, Asian Indian, Native American or native Hawaiians in ownership positions. Collectively, these demographics account for 9.2% of employees in the local cannabis industry. “This study sadly confirmed what was widely suspected,” said Ashley Kilroy, executive director of Denver’s Excise and Licensing division, in a statement. “Just like what has been seen across the state and in other legalized markets across the U.S., Denver does not have a diverse marijuana industry.” Denver officials commissioned the study to help inform future policy decisions and identify opportunities to address racial disparities through social-equity and social-justice initiatives.
